Urban is the contextual layer of large infrastructure (building, hospital, factory, port, datacenter, airport). It listens to real-time public sources of the territory, weather, seismology, satellites, grid energy, mobility, water, biodiversity, and forwards what the infrastructure needs to know before it happens: to Sentinel (24/7 operations) and to Universal (IoT-anchored plan, MERIDIAN bridge). Fajr · the terminal wakes before the city
Before the call to prayer, Urban reads the qibla, re-orients the Terminal 1 prayer room, triggers pre-conditioned air (PCA) on 41 gates, switches on the rooftop PV walkways. The SEC sees 8% of imported load avoided. The on-site imam receives the Umm al-Qura signed schedule on his watch.

Universal
Universal reads Revit, ArchiCAD, AutoCAD and orchestrates IoT anchoring on top: where each of the 14,308 sensors sits in the IFC model, in real time. Sink for Sentinel events: every cascade loops back to annotate IfcAnnotation, IfcDamage, BCF 3.0. MERIDIAN bridge to command actuators with plan context.
Sentinel
Runway SHM, smoke control, lockdown, lifts, BHS, fuel hydrants, FOD vision, qibla, alerts. Sentinel acts in under 2 s (ICAO Doc 9870 SLA). Every Ed25519-signed decision loops back to Universal which annotates the plan. Najd tells it what to expect, Universal tells it where to act.
Urban
NCM Saudi weather, Sentinel-2 satellites, SGS National Seismic Network seismology (USGS as global cross-check), Riyadh metro, SEC grid, Umm al-Qura prayer, bird radar, neighbouring TMA (Dammam, Jeddah). Pre-warns Sentinel before things happen (haboob 15 min, M5.2 P-wave). Smart hub orchestrates the interconnect between the three of us.

13 signals re-oriented from the legacy urban context (energy, mobility, climate, seismology, satellite) and 23 signals added for the airport (TMA, bird radar, BHS, fuel, FOD, aviation weather, prayer, pilgrimage, runway thermal). Each signal has a dedicated control room.

Every Urban decision is hash-chained and eIDAS-signable.
Whenever Urban warns Sentinel of a weather pre-alert or pushes an IfcAnnotation to Universal, the entry is Ed25519-signed, SHA-256 anchored to the previous chain entry, and exportable as PDF/A-3 + JSON-LD for insurers, ICAO, or judicial expertise.
